AUSTIN (AP) - A bill awaiting final Senate approval would remove school parking lots and other areas from the definition of premises where concealed handguns are prohibited, according to Rep. Allen Place.

The Gatesville Democrat on Friday got final House approval for the bill, which he says makes technical changes to the 1995 concealed handgun law.

Place said lawmakers never intended legally concealed handguns to be banned from parking lots and other areas connected to schools. He said the bill pending in the Senate would clarify the definition of premises.

Premises where handguns are prohibited would include inside and on patios and porches of racetracks, polling places, schools and courthouses.

"Not parking lots," Place said.

The gun bill is HB311.

AUSTIN (AP) - Lawmakers have approved a measure to provide a way for Texas to provide disaster relief when federal funds fall short.

Rep. Patricia Gray's bill was approved Friday by the House and was sent to Gov. George W. Bush.

According to Ms. Gray, the Federal Emergency Management Agency (FEMA) denied 52 Texas counties federal assistance in the wake of a natural disaster from 1989-1997.

Currently, money in disaster contingency funds must be appropriated every two years. Under the measure, the state's disaster management fund would be reorganized to make it a continuous trust fund.

This disaster contingency fund would be accessed at any time by the governor when federal sources fall short.

The governor could also provide grants for aid for disaster-related expenses.

The disaster relief bill is HB99.

AUSTIN (AP) - Hospitals that traditionally have cared for the poor would be ensured a chance at state Medicaid managed-care contracts under a bill headed to Gov. George W. Bush's office.

The bill would put the Texas Health and Human Services Commission in charge of coordinating administration of the Medicaid managed-care program.
