Hutchison designated for Mexico presidential
trip

WASHINGTON (AP) - When President Clinton travels to Mexico
next week, Texas Sen. Kay Bailey Hutchison will be among the small
group of lawmakers on hand for the diplomatic mission.
Senate Republican Leader Trent Lott of Mississippi designated
Mrs. Hutchison as his selection for the Clinton trip, which comes
at a time of delicate relations between the two countries.
Mrs. Hutchison indicated Friday that drug trafficking and Mexican
border tariffs will top her agenda both for the May 5-7 Mexican
trip and for the May 16-18 meeting of the Mexico-U.S. Interparliamentary
Conference in Santa Fe, N.M.
The interparliamentary conference, held each year, brings together
members of Congress from Mexico and the United States. Mrs. Hutchison
is co-chair of the U.S. delegation.
Mrs. Hutchison has been a vocal critic of Mexico's anti-drug
efforts and the havoc drug trafficking has caused along the U.S.-Mexico
border.
She also wants to reiterate her objections to the $50 limit
on duty-free goods Mexican shoppers may bring back into their
country upon return from the U.S. border area.
The shopping limit is a violation of the spirit of NAFTA, she
said. "It's a huge inequity," she said Friday.
In 1992, Mexico began strictly enforcing rules that allow Mexican
border residents a maximum $50 per person per visit in duty-free
purchases from the United States. Business in U.S. border towns
dipped after Mexico began enforcing the provisions.
U.S. citizens are allowed to bring in up to $400 per person
in goods duty-free from Mexico monthly.
In late 1995, Mexico relaxed its limits somewhat, allowing
a maximum $400 in U.S. goods per person monthly. But the government
retained the $50 per trip cap. Send a Letter to
