Former Howard Payne president Phelps dies
ATHENS, Texas (AP) - Ralph A. Phelps Jr., president of Howard
Payne University in 1979-85, has died at his home in Athens of
complications from a stroke. He was 76.
During his tenure he built the Phelps Bible Building, which
houses the school's Christian studies department. He also helped
develop a 25-year master plan for the campus.
"Ralph Phelps was a unique individual and tireless worker
who was equally effective as a pastor, educator and builder,"
said HPU Chancellor Don Newbury.
Phelps also served as president of Ouachita Baptist in 1953-69.
His tenure was interrupted in 1967 when President Lyndon Johnson
appointed him to serve as southeast regional director of the national
Office of Economic Opportunity. Phelps served six months in the
post and resigned.
He also has been affiliated with Dallas Baptist College and
Mercer University in Macon, Ga.
At the time of his death he was a pastor of Virginia Hill Baptist
Church in Athens.
Services were scheduled for 10 a.m. Saturday at Grove Hill
Funeral Home in Dallas. Send
