Dallas police say they know which cop stole
money
DALLAS (AP) -- Top police officials know which officer stole
$50,000 from a narcotics division safe but can't prove it, according
to an officer disciplined in the theft.
Deputy Chief Roger Duncan, head of the narcotics division,
said in Thursday's Dallas Morning News he learned several weeks
ago that an officer who initially declined to take an FBI polygraph
test later failed the one he took for police internal investigators.
"He's the one that should be focused on, not us,"
Duncan said.
Police Chief Ben Click, who has vowed to "personally deliver
. . . -1/8the guilty person-3/8 to federal prison," would
not respond to Duncan's accusation. Click defended punishing five
supervisors in connection with the theft.
"I'm disappointed our procedures were not followed,"
he said. "These are good officers with outstanding records;
however, we all must understand our responsibility in handling
public monies."
Duncan said his source told him internal investigators found
"a strong suspect."
"I was told this individual flunked the polygraph badly,"
he said. "It was off the end of the scale. He was also uncooperative
during the investigation."
Duncan and four other supervisors were disciplined for failing
to properly supervise the safe from which the money was discovered
missing April 30, 1996.
Someone stole $50,000 from a safe in the narcotics division
office, which is in a secret location inside an alarm-wired room.
Undercover officers routinely use bundles of $100, $50 and $20
bills during "buy-bust" operations that require them
to show cash to suspected drug dealers.
